Cuts in loan subsidies would pay for bigger student grants
A few days before President Bush officially released his 2008 budget, administration officials announced that it would contain a historic increase in the maximum Pell Grant. What they didn't say is how he would pay for it.
That become clear last week, when the president unveiled his $2.9-trillion spending plan. What it proposed left college officials and members of Congress from both parties disappointed.
