Bush Student-Aid Budget Gets Mixed Reviews at Hearing, Even From Defenders
When the Bush administration needed someone to appear before a Congressional panel last week to defend its 2002 budget request for the federal student-aid programs, it had little choice but to turn to Maureen A. McLaughlin, a civil servant who had helped to develop higher-education policies in the Clinton administration.
