Bush Skirts Congress to Appoint Reynolds

With Congress out of town for two weeks, President Bush bypassed the Senate's slow-moving confirmation process late last month to appoint Gerald A. Reynolds as head of the U.S. Education Department's Office for Civil Rights.

Taking the post via a "recess appointment," Mr. Reynolds will be able to serve in the job without the approval of the Senate, but only until the legislative session wraps up, at the end of the year.
