Bush Seeks to Revise Minority Programs
The White House has urged Congress to modify parts of a Senate energy bill that authorizes special grant programs for minority students and for historically black colleges and universities, tribal colleges, and Hispanic-serving institutions. Some legal experts said they viewed the request as a toughening of the Bush administration's opposition to affirmative action.
