Bush Proposes Welfare Changes to Further Emphasize Work
President Bush called last week for changes in federal welfare policy that are expected to make it harder for aid recipients to attend college.
Mr. Bush's proposed changes in federal welfare law would require a larger share of recipients to be in the work force, and would compel many of those in the work force to put in more hours at their jobs each week.
