Bush Offers Proposals to Promote Saving for College
President Bush sent a package of education proposals to Congress last week that would encourage families to save more money for college, and authorize the creation of new partnerships between colleges and school districts to improve mathematics and science teaching in elementary and secondary schools.
Mr. Bush did not, however, call for increased spending on Pell Grants, as some college lobbyists had expected.
