Bush Names Psychology Scholar to Lead Federal Education-Research Office

President Bush has nominated Grover J. (Russ) Whitehurst to head the Education Department's Office of Educational Research and Improvement.

Mr. Whitehurst, chairman of the psychology department at the State University of New York at Stony Brook, is a leading researcher on early-childhood literacy. His work on language development has been used to design reading programs for Head Start, a federal program that provides preschool services to disadvantaged
