Bush Considers 2% Increase for NIH in 2004

The Bush administration is poised to propose a budget increase of 2 percent for the National Institutes of Health for the 2004 fiscal year, a rise larger than the tiny increase that officials floated last month but lower than some research advocates had hoped for.

Although Congress has not yet completed this fiscal year's budget, allies of the NIH are already looking ahead to President Bush's proposal for 2004, which will be unveiled in early February. University officials were
