Bush Campaign Offers a Tax Plan and an Alternative to Affirmative Action

The Republican Presidential candidate George W. Bush outlined a major tax-cut plan this month with measures important to higher education, while his top aides offered a preview of the Texas Governor's next big campaign issue: affirmative action.
