Bush Again Proposes a Flat NIH Budget and Large Increases for Physical Sciences

President Bush is known for sticking to his decisions, for better or worse. That trait was clearly on display in his 2009 budget for scientific research, which differed little from those of recent years.

On the "worse" side, Mr. Bush would provide no increase for the National Institutes of Health. That would continue a six-year trend during which the NIH has received annual increases below the rate of inflation. As a result, the biomedical agency's budget has in effect been eroded by
