Budget Plan for Education Focuses on Schools, Not Colleges

Clinton seeks to increase maximum Pell Grant by $125 -- a level that disappoints student advocates

President Clinton offered a fiscal-2000 budget last week that focused on improving public schools, and would only modestly increase the amount of federal aid available to college students.
