DEFENSE DEPARTMENT: Pentagon spending for basic research would fall to $1.43-billion, 9 percent less than the amount enacted by Congress and the president last fall for 2007. (Spending bills for defense and homeland security were the only two completed by lawmakers last year.) About 60 percent of that spending has gone in past years for university research in engineering and other physical sciences. Money for the Pentagon's applied research would fall by 18 percent, to $4.36-billion. The
