DEFENSE DEPARTMENT: President Bush has proposed cutting spending for basic and applied research at the Pentagon in 2007 from levels appropriated by Congress for 2006. But that shift includes the removal of the many Congressional earmarks placed in those accounts for this year. Mr. Bush recommended $1.42-billion for basic research in 2007, 7.8 percent above the amount he proposed for 2006 but 3.3 percent below the amount provided by Congress.
