British Scientists Say Bill May Strangle Research; V.S. Naipaul Decries 'Tyranny of Universities Abroad'
Scientists and academics in Britain have expressed alarm over legislation that would grant the government sweeping powers to monitor exchanges of information on technology.
The monitoring would include software programs, e-mail messages, and even research papers.
