British Council Sets Up Fund for Partnerships With U.S. Colleges

A new project designed to foster greater cooperation between British and American higher-education institutions has received $500,000 in initial financing from the British Council, a government cultural and educational agency. The new UK-US Higher Education New Partnerships Fund was unveiled on Monday in an announcement timed to coincide with International Education Week, a joint project of the U.S. Departments of State and Education that promotes international study opportunities.

The fund arose from research conducted by the British Council and the Institute of International Education this year on trans-Atlantic higher-education partnerships. The results of that research will be published early next year, along with more specific information on the new fund, whose focus will be dictated in part by those findings.

Although the fund's specific activities have yet to be decided, Carrie Annand, a spokeswoman for the British Council, said via e-mail that they were likely to include four areas. The first priority will be to increase the number and type of British and American institutions that have such links. As much of a third of the money will probably go toward projects in the community-college sector, Ms. Annand said.

A second focus will be to hold annual bilateral policy forums for university heads and leaders in government and national agencies. Emphasis will also be placed on promoting student and young-researcher exchanges, including encouraging new networks for British researchers in the United States and vice versa.

Finally, the fund will develop joint practical workshops to help overcome some of the barriers to growing partnerships.

Britain and the United States are each other's top destinations for overseas study, as well as the overall world leaders in attracting foreign students. Higher-education collaborations and outreach programs are receiving growing focus in American foreign policy, and have been a recurring theme in comments that Secretary of State Hillary Rodham Clinton has made during her recent foreign travels.

The idea for the project is not a new one. Earlier this year, a team of leading British and American educators recommended the creation of an Anglo-American organization to foster international cooperation.
