Bond-Rating Update
The following institutions had their bond ratings upgraded or downgraded during September 2006. Ratings, which reflect the relative financial strength of institutions, help determine their cost of borrowing.
- Austin Community College District, by Moody's Investors Service, from Aa3 to Aa2 for $98.4-million in general-obligation bonds and from A2 to A1 for $52-million in revenue bonds. Reasons
