The following institutions had their bond ratings upgraded or downgraded during May 2002. Ratings, which reflect the relative financial strength of institutions, help determine their cost of borrowing.

- Blinn College, by Moody's Investors Service, from A3 to A2. Applies to $36-million in new and outstanding bonds. Reasons cited include a 25-percent increase in enrollment
