Before an NCAA Infractions Panel, a Coach Cites the Competitive Culture of College Sports
A recent National Collegiate Athletic Association infractions report demonstrates Reason No. 1 that the NCAA has such a hard time enforcing its own rules.
It's not that investigators are overworked and underpaid, although by most accounts they are. It's not that they can't subpoena witnesses, though that's hardly an advantage, either.
The problem is that the people they investigate don't have much incentive to follow the cumbersome rule book the NCAA's members have written
