Before We Attack Iraq, We Should Study History
To the Editor:
Richard H. Kohn argues that the Bush administration should do a cost-benefit analysis to determine whether or not a regime change in Iraq would justify the warfare that would be necessary to bring it about ("Attacking Iraq: Weighing the Means and Ends," The Review, September 20). Unfortunately, Kohn's evaluation of American means and ends, like much of the current debate over probable military intervention in Iraq, is conducted within an ahistorical vacuum.
