Balancing Control and Anarchy on the Internet
Because no single entity runs the Internet, it is hard to control the actions of the Net's users. Some people applaud the online freedom that results. Others see anarchy instead; they include governments wishing to curtail their citizens' access to subversive material, parents trying to keep their children from viewing pornography, and the record industry, which is suing universities whose networks let students swap songs free online.
