Authors of 'Report Card' Urge Its Cautious Use
The report card issued last fall that graded the states on their higher-education services should be used only as a first step -- and not as a blueprint -- when trying to push for reform in legislatures, the authors of the evaluation warned in July at the annual meeting of the Education Commission of the States.
