At Session on Curbing Earmarks, Lots of Talk but Little Prospect for Change
Supporters and opponents of Congressional earmarks for academic research both agreed at a forum last week that any move to limit the practice would face strong resistance in Congress. The Bush administration has nevertheless begun pushing higher-education groups to take a stand against earmarking, and the session was meant to help develop a consensus.
Some speakers said any reduction in earmarks -- which are appropriations directed toward specific universities without competition --
