As Term Limits Kick In, State Colleges Fear the Impact
Some officials say new lawmakers are uninformed, but others see them as open to fresh ideas
The economic downturn has impaired state higher-education budgets across the country this year, but Earl S. Mackey, who retired in June as vice chancellor for external relations at the Ohio Board of Regents, believes another phenomenon is contributing to the weak budget for colleges in his state.
