Appeals Court Backs Fee System
A federal appeals court ruled last week that the University of Wisconsin System has developed a largely "viewpoint neutral" way of distributing funds from mandatory student fees to student groups on the Madison campus.
The decision reverses most of a 2001 ruling by a district court that had struck down the fee system as an infringement of the First Amendment rights of students who objected to supporting certain groups.
