Animal-Rights Groups Join Forces to Lobby for the Expansion of a Controversial Law

Animal-rights activists watched in frustration last fall as biomedical-research advocates used aggressive lobbying and personal ties to Congress to block the expansion of federal laws that protect laboratory animals.

And this year, the science lobbyists have gone on the offensive again, pushing for a drastic overhaul of government regulations that could end unannounced inspections of laboratories.
