An Effective Response to Teenage Crime Is Possible -- and Cities Are Showing the Way
Obscured by the tragic shootings last month in Littleton, Colo., and by recent, similar incidents at schools in Paducah, Ky.; Pearl, Miss.; Jonesboro, Ark.; and Springfield, Ore., there is actually encouraging news to report on the subject of crime, especially crime by and among young people in urban areas.
