Americans' Views on Foreign Policy

The candidates for President in 2000 can find useful guidance in formulating their foreign-policy positions in Steven Kull and I.M. Destler's essay ("U.S. Foreign Policy: What Do Americans Want?," Opinion, September 3). Americans will support U.S. troops' operating as part of a multinational force.
