America Is Devaluing International Exchanges for Students and Scholars
The most critical factor for the success of nations in the new millennium will be a population whose minds are open to the world. As a consequence, many countries support programs that facilitate international exchanges of students and faculty members. Indeed, America's place as a world leader has been built as much on the foundation of such programs as on military and economic power.
