AmeriCorps Cuts Back on Volunteers, Prompting Concern for Programs

AmeriCorps, the national-service program that has been one of President Bush's favorite domestic-agenda items, will probably have enough money to pay for only 35,000 of the 50,000 volunteers who were planned for this year.

Last week, AmeriCorps announced a new round of state competitive grants -- money awarded through state volunteer agencies -- using a more conservative accounting procedure than in the past. As a result, officials signed off on only 53 grant applications,
