Alabama Voters to Decide on Scholarship Plan Tied to Tax Increase

Proposal is another in a long line of failed attempts to create merit awards in the state

About a dozen times since 1991, Alabama lawmakers have proposed offering free college tuition to students who perform well in high school. Each time, supporters said it would keep top students from leaving the state to attend college. And each time critics said it was fiscally irresponsible.
