Alabama Voters Reject Proposed Lottery to Pay for Scholarships

Alabama voters last week soundly rejected a proposed state lottery to pay for college scholarships and other education programs, delivering a major blow to Gov. Don Siegelman, who had made the idea the hallmark of both his 1998 election campaign and his first year in office.
