Agency Reassigns Head of Office That Oversees Human-Subjects Research
The Department of Health and Human Services has reassigned Gary B. Ellis, the director of the federal office that has cracked down on universities for violating regulations that protect human subjects in research. Some university officials worry that the move may signal that the department intends to enforce the rules less strictly.
The move comes as the agency is planning to name a director of a new office that will replace Mr. Ellis's section, the Office for Protection from Research
