Advocates of Open Access Hope to Strengthen the NIH's Policy on Making Research Results Available Online
As the controversial public-access policy of the National Institutes of Health marked its first anniversary on May 2, all involved in the debate agree that it has failed to create free online access to the biomedical literature.
Open-access proponents are rejoicing because that failure has created new momentum to strengthen the policy. That momentum worries the policy's detractors—mostly publishers that fear losing revenue if the contents of their journals are free
