Administration Falls Short of Goal of Recruiting 100,000 Work-Study Students as Tutors

President Clinton's effort to recruit 100,000 work-study students as reading tutors is apparently falling short of his goal, but supporters of the "America Reads" campaign hope that the federal government's new Higher Education Act will offer more incentives for colleges to join the program.
