Activists Push to Expand U.S. Rules on Animal Research to Cover Birds, Rats, and Mice

A group of animal-rights activists has petitioned the Secretary of Agriculture to amend the definition of "animal" under the Animal Welfare Act to include birds, rats, and mice that are used in research.
