A September district-court ruling that the Iowa State University Foundation is not a governmental entity, and therefore not subject to Iowa's open-records laws, has been portrayed in the media (including The Chronicle) as granting the foundation the right to operate in secret and without accountability ("Iowa State Fund Need Not Open Records," September 26). ...
