A Reservoir of Records
What Kevin Bone refers to as "one of the great civil-engineering archives anywhere" is housed not in a domed university library or a grand Beaux Arts mansion, but above a truck bay in a featureless Manhattan building whose drab hallways are lined with utility-crew lockers.
