A Proposal to Increase Pell Grants for Freshmen Could Penalize Those Students -- and Colleges
To the Editor:
I predict a heavier administrative burden with front-loading of Pell Grants ("Bush's Plan for Pell Grants Divides 2-Year and 4-Year Colleges," February 16). With such a difference in amounts between the first-year grant and grants for subsequent years, there would naturally be the need to distinguish the first-year students from the rest. There are other administrative issues, too.
