A Higher-Education Strategy?

Mitt Romney, the past governor of Massachusetts and a former corporate honcho, released a 67-page booklet on Tuesday laying out his policy pronouncements on issues including terrorism, energy independence, and child predators. But voters looking for Mr. Romney’s stances on higher-education issues won’t find much meat in the document, which reads like a corporate strategic plan.

In his “Strategy for a Stronger America,” Mr. Romney calls for strengthening education, and, in particular, emphasizing math and science education, in order to “ensure American workers have the intellectual capital and skills to compete in the 21st-century economy.” He also says federal worker-retraining programs should be consolidated and restructured in order to better serve those seeking to learn new skills.

Elsewhere in the document, Mr. Romney takes a strong stance against illegal immigration. The system for legal immigration, however, should be streamlined, he says, to recruit and retain skilled workers and to attract the brightest students and academics to American universities.
