4% Plan in California Lifts Minority Admissions
The number of in-state students from underrepresented minority groups being admitted to the University of California has risen 17 percent in a year, and officials there believe that the increase may have been driven largely by a new policy that guarantees admission to the top 4 percent of the graduates of each high school in the state.
