2-Year College Wins Support Despite Budget Cuts
When Silicon Valley's burst bubble set off California's budget cuts in 2003-4, the City College of San Francisco was forced to pare back its popular noncredit courses offering basic skills. That was a hard step to take, says Philip R. Day, who was chancellor at the time.
But since then, by leading a statewide coalition of community colleges to lobby state-government leaders, the college has grown despite further dips in the state's economy.
