10 States Are Shortchanging Historically-Black Land Grant Universities, Report Says
Several Southern states underfunded historically black land-grant universities by tens of millions of dollars over a three-year period, according to a new report from the Association of Public and Land-grant Universities.
The association came to that figure by examining the states' responsibilities under federal laws that authorize money for land-grant institutions. Those statutes, the Morrill Acts of 1862 and 1890, promise that
